Аннотация. С учетом важной роли бюджетной политики, которую она играет в формировании экономической политики государства указанному вопросу посвящено значительное количество научных исследований. Весомый вклад в понимание теоретических основ формирования бюджетной политики и ее практической реализации в современных условиях, исследованию ее роли в регулировании социально – экономических процессов внесли работы В. Демьянишина и С. Юрия, исследованию теоретических основ формирования бюджетного механизма и перспективам его модернизации посвящены работы З. Лободиной. Значительный вклад в понимание основ бюджетного регулирования экономики, формирование бюджетного механизма, который направлен на экономическое развитие внесли исследования И. Чугунова. Важная роль в понимании особенностей формирования и реализации приоритетов бюджетной политики и возможностей повышения эффективности бюджетного механизма принадлежит работам Я. Жалела.  Формированию и реализации бюджетной политики и направления ее совершенствования в условиях децентрализации, развития межбюджетных отношений в современных условиях посвящены работы Л. Стромового и др. Несмотря на значительное внимание ученых к указанному направлению исследований высокая скорость изменений в экономике и в политико – управленческой среде делает актуальным дальнейший анализ изменений в бюджетной политике и их последствий для экономики России.

Abstract. Taking into account the important role of budget policy, which it plays in shaping the economic policy of the state, a significant amount of scientific research has been devoted to this issue. A significant contribution to the understanding of the theoretical foundations of the formation of budget policy and its practical implementation in modern conditions, the study of its role in the regulation of socio – economic processes was made by the works of V. Demyanishin and S. Yuri, the study of the theoretical foundations of the formation of the budget mechanism and the prospects for its modernization are devoted to the work of Z. Lobodina. I. Chugunov’s research has made a significant contribution to understanding the basics of budget regulation of the economy, the formation of a budget mechanism aimed at economic development. An important role in understanding the specifics of the formation and implementation of budget policy priorities and the possibilities of improving the efficiency of the budget mechanism belongs to the works of Ya. Zhalela.  The works of L. Stromovoy and others are devoted to the formation and implementation of budget policy and the direction of its improvement in the conditions of decentralization, the development of inter-budgetary relations in modern conditions. Despite the considerable attention of scientists to this area of research, the high speed of changes in the economy and in the political and managerial environment makes it relevant to further analyze changes in budget policy and their consequences for the Russian economy
