The article examines mortgage lending as a tool for regulating the real estate market under conditions of macroeconomic instability, using the Krasnodar Territory as a case study. Special attention is paid to the period 2020–2025, characterized by economic shocks, shifts in monetary policy, and active government intervention in the mortgage market. Based on statistical data, the study analyzes the dynamics of mortgage lending volumes in the region, its share in the national structure, as well as the relationship between mortgage market development and price trends in the primary and secondary housing markets. It is substantiated that mortgage lending during the period under review played a dual role: on the one hand, it supported effective demand and stimulated construction activity; on the other, it contributed to accelerated price growth and the accumulation of structural risks. Regional features that amplify the impact of mortgages on the real estate market of the Krasnodar Territory are identified. The authors conclude that a transition to a more balanced regulatory model is necessary – one that takes into account both national trends and local supply and demand conditions.
