The article considers the issues of import substitution in the agro-industrial complex of Russia. In the preparation of materials and recommendations of the meeting of the scientific expert Council of the State Duma Committee on agrarian issues. In the early 2000-ies stable growth in the livestock sector, which helped subsidize the construction of new facilities, ensured the growth of the entire agriculture and made the industry one of the most attractive in the Russian economy outside the sector of mineral resources. At the same time during the period of active development of the industry failed to reverse the unfavorable situation in cattle breeding, horticulture, production of melon cultures and, until recently, greenhouse vegetables. Particularly difficult situation in the sector of dairy farming, where there is a slow reduction as the main assets (livestock) and production of the main product - milk. It can be stated that problematic are those areas of domestic agricultural production, which have strong capital requirements (especially for the cultivation of vegetables in greenhouses) and long payback investment projects (10-15 years, meat and especially dairy farming, horticulture). Economic realities are pushing the country to economic diversification outside the energy sector, and in this context, the agricultural sector can be very real prospects give it a shot.
