The purpose of the study is to develop and justify the transition to a circular development model for vegetable growing in the Kostanay region in order to increase the efficiency of the professional sector. The research methodology includes a thorough analysis of the structural changes in the region's land fund over a ten-year period, an analytical grouping of five technological categories of farms, and correlation and regression modeling of production processes. It was found that peasant (farm) households have increased their cultivated areas by 34.2% over the past 10 years, becoming the leading producers of commodities. Mathematical analysis confirmed the existence of a strong direct relationship between the area of land use and specific material investments, with a determination coefficient of 0.8843. The regional threshold of technological sustainability was established at 2.256.6 thousand tenge per hectare. It has been proven that farms with an area of 20-50 hectares are the most critical segment of the regional economy, with a peak loss rate of 22.5%, due to a severe investment deficit. It has been established that the growth rate of infrastructure depreciation, at 135.6%, is significantly lower than the growth rate of total operating costs, at 276.4%. The authors have developed a model of a circular agro-hub of a closed cycle "Kostanay regional bio-resource cluster", which provides for the consolidated purchase of resources with obtaining a discount of 15-20%, and reducing the level of technological defects to 5-7% through the joint use of automated vegetable storage facilities. The economic efficiency of the integration of vegetable growing with fodder production for the full monetization of substandard products is substantiated. The paper concludes that it is advisable to implement the project as a national pilot project to ensure food security and implement the principles of the green economy in the agro-industrial complex.
