The article describes the main problems of formation of innovative potential at the regional level. The peculiarity of natural and climatic factors and the availability of a variety of resources is that they are distributed over the territory, and the subject of Russia as an administrative-territorial unit only manages resources. Improvement of the production process is possible through innovation. Innovation helps to reduce production costs and increase productivity. The relevance of the problem is due to a set of problems of formation of innovative potential of the region. The purpose of the article is to study the intensive conditions in the formation of innovative potential of both the organization and the region as a whole. The research methodology was analytical in nature, the author focuses on the study of patterns in the formation of the innovative potential of the region at the present stage. For the realization of competitiveness it is necessary to dwell on the features of the formation and development of the conditions of entrepreneurial activity of organizations. The article shows the influence of competition in the market, business risk and high cost of credit resources on the possibility of attracting innovation through borrowing. The results of the study will be useful to a wide range of researchers dealing with the problems of formation and use of innovative potential of organizations and regions.
