The article is devoted to the problem of new industrial development of the regional economy in the light of the development of municipal Finance and the search for ways of optimal development in order to improve the welfare of the population of Russia. The main purpose of the study is to investigate the problems of municipal Finance development in the framework of new industrialization and to develop measures to address them. The essence of the term new industrialization, financial system, municipal Finance is investigated. The existing approaches to the analysis of welfare of the population, the analysis of budgetary stability of municipalities are analyzed. Recommendations for solving the problems of municipal Finance development in the framework of the "new industrialization" of the Russian economy are proposed.
