The article presents an analysis of the state and dynamics of irrigated land use in the subjects of the North Caucasian Federal District (NCFD) for the period 2005-2024, based on official data from Rosreestr and the report of the Ministry of Agriculture of the Russian Federation on the state and use of agricultural lands (2025). The relevance of the study is determined by the need for sustainable development of irrigated agriculture across all subjects of the NCFD, which is constrained by the presence of large areas of degraded reclaimed lands and non-functioning irrigation systems. The authors have identified subjects with the largest gap between registered and actually used areas (Chechen Republic - 64.5% of lands in unsatisfactory condition; Republic of Ingushetia - over 80%); the shares of irrigated lands in the arable land area of each subject have been determined. Based on the analysis, the need to establish a Federal Authority for Land Use Planning and Land Reclamation of the Russian Federation (FALPILR) - a federal executive body within the system of the Government of Russia - has been identified. Its main operational directions, functioning, and the need to improve Federal Law No. 78-FZ "On Land Use Planning" and Federal Law No. 4-FZ "On Land Reclamation" are examined.
