На основе системного, критического анализа проводится рассмотрение теоретических и методологических основ управления территориальным развитием на макро- и микроуровне. Освещаются разработанные авторские подходы к управлению собственностью и территориальным развитием через формирование энергетического, продовольственного, рекреационного и рентного потенциала территории. Были выявлены закономерности, условия и тенденции институционального обеспечения устойчивого развития территории на региональном и муниципальном уровнях, определены условия обеспечения результативности управления собственностью и устойчивым развитием территории, подготовлены рекомендации к типовой концепции устойчивого развития территорий, и определен состав методического обеспечения управления устойчивым развитием региона с учетом практики налогообложения недвижимости.

On the basis of a systematic, critical analysis, the theoretical and methodological foundations of territorial development management at the macro - and micro-level are considered. The author's approaches to property management and territorial development through the formation of energy, food, recreational and rental potential of the territory are developed. For this purpose, the regularities, conditions and trends of institutional support for sustainable development of the territory at the regional and municipal levels were identified, the conditions for ensuring the effectiveness of property management and sustainable development of the territory were determined, recommendations for a standard concept of sustainable development of territories were prepared, and the composition of methodological support for sustainable development management of the region taking into account the practice of real estate taxation was determined.
