В статье анализируются перспективы социально-экономического развития сельских территорий Чувашской Республики на примере Кадикасинского сельского поселения Моргаушского района. В целях реализации Стратегии устойчивого развития сельских территорий Российской Федерации на период до 2030 года в поселении сформирован земельный участок для предоставления многодетным семьям. Проект предусматривает расселение 746 семей из города Чебоксары и 154 семей из Моргаушского района и относится к разряду проектов комплексного освоения территории. Авторы выделили характерные особенности данного проекта: застройщиком каждого отдельного жилого дома является конкретная многодетная семья, нет единого застройщика и инвестора; строительство жилых домов невозможно осуществить в плановом порядке; отсутствует внутрипоселковая транспортная, инженерная и социальная инфраструктура, без чего многодетным семьям невозможно приступать к строительству жилых домов. Проекты комплексного освоения территории, предназначенные для расселения многодетных семей, не могут быть выполнены без изменений действующего законодательства, в котором нет точных и четких указаний о распределении обязательств по строительству объектов коммунальной, транспортной и социальной инфраструктур. Многодетные семьи до настоящего времени не могут приступить к решению своих жилищных и бытовых условий. В случае реализации проекта комплексного освоения территории следует ожидать получение положительного мультипликативного эффекта, направленного на социально-экономическое развитие всей территории сельского поселения и формирование сельской агломерации с ядром в населённом пункте Кадикасы.

The article analyses the perspectives of social and economic development of rural areas of the Chuvash Republic using the example of the Kadikasinsky rural settlement of the Morgaushsky District. In order to implement the Strategy for Sustainable Development of Rural Territories of the Russian Federation for the period up to 2030, a land plot has been established in the settlement to provide families with many children. The project is one of the projects for integrated development of the territory and it provides for the resettlement of 746 families from the city of Cheboksary and 154 families from the Morgaushsky District. The authors distinguished the characteristics of this project: the real estate developer of each individual residential building is a specific family with many children, there is no single developer and investor; the construction of residential buildings cannot be routinely carried out; there is no transportation, engineering and social infrastructure between settlements and this does not let families with children start building houses. The projects for the integrated development of the territory intended for the resettlement of families with many children cannot be carried out without changing the existing legislation, in which there are no precise and clear indications of the distribution of obligations under the construction of communal, transport and social infrastructures. Families with many children have not been able to start resolving their housing and living issues to date. In the case of the implementation of the project for integrated development of the territory, one should expect a positive multiplier effect aimed at the social and economic development of the whole territory of the rural settlement and the formation of a rural agglomeration with a core in the settlement of Kadikasy.
