Рассмотрены проблемы и ограничения в системе оборота земель сельскохозяйственного назначения. Предложен механизм ввода в оборот не используемых земель сельскохозяйственного назначения через систему землеустройства. На основе анализа динамики структуры сельскохозяйственных угодий в составе земель сельскохозяйственного назначения даны предложения по решению накопленных проблем. Сделаны важные выводы о решающей роли землеустройства в определении признаков целевого (не) использования земель, а также в вовлечении неиспользуемых земель и их рациональном использовании по целевому назначению.
